chore(log): 注释掉存储仓库调试日志配置 

- 将 com.diligrp.tax.storage.repo 的 DEBUG 级别日志配置注释掉
- 移除了该日志器的 CONSOLE 和 FILE 输出配置
- 保持开发环境日志配置不变
